Burlington Cadillac 141 North Ave Russia Rejects Continued From Paite One Then Shifemitsu said he did not believe his government would be satisfied with the Soviet answer to previous representations July 15 and that steps must be taken to relax border tension, otherwise Japan would be compelled to consider the advisability of using force. Maps cited by the Soviet government as basis for claim to the territory, he declared, could not be accepted as evidence because they had not been published anywhere. To this, the communique said. "Comrade Litvinoff voiced amazement that such an experienced diplomat as Shigemitsu used such a careless expression in connection with official maps which determine the boundary between states. "Whether the maps were published or not.

their importance is undiminished. It is strange to hear such arguments from a government which in practice does not feel obliged to publish all its engagements. It is hardly likely this government really believes secret agreements are not binding." The tension is regarded in Tokyo as the most serious since the 'clash June 30. 1937 over two sandspit islands in the Amur river. A peaceful settlement was reached then only after a Russian gunboat had been sunk, another beached and a third put to flight by Japanese and Manchoukuo artillery.

Disputed sovereignty was involved in both cases. In the issues now and a year aco Russia insisted Soviet troops were operating on Russian soil. Japan and Manchoukuo contended both times they had invaded Man choukuo territory. The current crisis developed July 15, when Harahiko Nishi. Japanese charge d'affairs at Moscow, called attention of the Russian foreign office to alleged movements of Russian troops near Changqufeng.

Jenkins D.Ohio, inquiry witnesses designated by Committee Chairman Vic Donahey D.Ohio1, will be permitted to confer with TVA employes without being required to "make a report thereof to any TVA officer either before or after the conference." The plan was approved unanimously. Dr. Morgan, whose charges of mismanagement against his former associates, David E. Lilien-thal and Harcourt A. Morgan, present TVA chairman, led to the probe, precipitated a storm before the committee yesterday by charging TVA employes had ben instructed not to talk except in the presence of the committee's counsel.

Morgan's Tarting Shot Concluding his opening testimony today. Dr. Morgan fired one parting shot charging that "TVA legal opinions were made to fit the desires of the directors," Lili-enthal and Harcourt Morgan. "That was one of the corrupting features of the TVA," he asserted. "Anything the directors wanted was legal and anything they didn't want was illegal." This was not applicable to his own actions, he said, "because I wasn't in the confidence of the chief TVA counsel." His reference was to James Lawrence Fly, general TVA counsel.

He also charged the TVA power program has 'not been adequately developed" and that the fertilizer program has not been "promoted in the full spirit" of the TVA act. He declined a request by Senator Schwartr to discuss further the TVA power "yardstick" until "I am better prepared to answer those questions." Dr. Morgan testified electric rates were adopted without his consent or knowledge and that Lilienthal had referred to them as "little more than a guess." The conclusion of Dr. Morgan's first testimony cleared the way for his former associates to defend their administration of the vast Federal agency. Director David E.

Lilienthal was scheduled to follow Dr. Morgan to the stand as the next chief witnees. While Dr. Morgan closed what he referred to as his "opening statement." he will be recalled later for cross-examination by investigators and counsel on the accusations he directed at Lilienthal and Harcourt A. Morgan, present TVA chairman.
