Madeleine M. Kunin on Friday asked boards in October to look at education quality. Kunin declared Oct 1 as Quality Education Day in Vermont She said she wants to involve parents and teachers at the local level "We can't just talk about local control without doing it" Kunin said at a news conference. Kunin said a meeting dedicated to discussing how to achieve quality education is necessary to bring residents into the planning process. "This is not a state mandate, but a suggestion, a strong suggestion," she said.

And the Nynex Foundation and New England Telephone will provide $25,000 to help restructure elementary and secondary school systems to focus on student performance, not grades. "He was very proud of taking care of his daughter. He had her name on his license plate. He was very careful about drinking when he had her with him," Layton said. Friends gathered later Friday morning at the Hartford Cemetery. The Vietnamese Association had raised money toward the services and also to help Sang's daughter.

Candles and incense burned at the gravesite. Some visitors placed gifts near their friend's casket But Layton said all was not peaceful. A legal battle over custody of Thanh Thuy is brewing between Sang's fiancee, and the little girl's mother. And there are the unresolved issues surrounding Sang Van Luong's death. "I last saw him in March.

He was happy. He had a home, he had a new car. Everything was going fine for him," Layton said. "He really had the American Dream. Maybe he lost it Maybe he did get drunk and do it We'll know one day," he said.

E. HAZEL CLAPPER ENOSBURG FALLS Mrs. E. Hazel Clapper, 87, widow of D. Max Clapper, died Friday morning, Aug.

10, 1990, at her home following a brief illness. She was born in St. Albans, March 28, 1903, the daughter of the late Nicholas and Myrtle (Corey) Lahue. Mrs. Clapper was a former resident of Johnson and Franklin, and for the last five years she had made her home In Enosburg.

She is survived by one brother, Walter Lahue of Franklin; several cousins, including Marjorie Cantell of Sheldon Springs; and several nieces and nephews. Friends may call at the Spears Funeral Home on Dickinson Avenue in Enosburg one hour prior to the funeral, which will be held at the funeral home Monday at 11 a.m. with Rev. Calvin Seiferth officiating. Interment will follow in Sheldon Village Cemetery.

He was born May 20, 1956, in Middiebury, to William E. and Audrey (Swinton) Keyes. He was educated in Randolph Center, Bridport, and Middiebury, schools. He was married Aug. 15, 1975, to Bonnie Hustler, who survives him.

GARRETT D. McNEAL Garrett D. McNeal, 51, of 5 Oak Circle, Colchester, passed away unexpectedly Thursday evening, Aug. 9, 1990, in the Fanny Allen Hospital in Colchester. He was born Dec.

18, 1938, in Glen Cove, tong Island, N.Y., the son of toyal and Elizabeth (Coe) McNeal. He was employed by General Electric for more than 20 years. Garrett served in the U.S. Marine Corps as a staff sergeant during the Vietnam conflict. He leaves his wife, Carol (Wilson) McNeal, and a daughter, Deborah Lynn McNeal, both of Colchester; his mother, Elizabeth McNeal Ward, and stepfather, Harold Ward Jr.

of Winter Park, one uncle, Miles McNeal of New York; and a cousin. At the request of the family there will be no visiting hours. Richards, 91, of Lake Road, a lifelong resident of the area, died Thursday, Aug. 9, 1990, in the Fanny Allen Hospital in Colchester. She was married to Harry Ho-bart Richards on July 13, 1918, in Georgia. He predeceased her Dec. 8, 1984.

Mrs. Richards was a 1918 graduate of Milton High School and was valedictorian of her class. She was a member of the former Miltonboro Community Club, and had served as a correspondent for the Essex Suburban List. Born in Milton on Feb. 6, 1899, she was the daughter of William and Cornelia (Douglas) Gonyeau.

She leaves a son and daughter-in-law, Robert and Valada Richards, and a daughter and son-in-law, Virginia and William Gonyeau, all of Milton; 12 grandchildren; 17 great-grandchildren; and several nieces and nephews. She was predeceased by a son, Donald Richards; a daughter, Mrs. Donald (Barbara) Green; five brothers, W. Arthur, Benjamin Frank Don and I. Pearl Gonyeau; and four sisters, Lena B.

Johnson, Carrie B. Granger, Bessie E. Lockerby, and Nettie A. Gonyeau. To honor her request, a private funeral service will be held today from the Hayes-Rich Funeral Home in Fairfax with Rev.

Walter Wakeman, interim pastor of Georgia Plains Baptist Church, officiating. Interment will follow in Milton Village Cemetery. JOYCE A. BISHOP FRANKLIN Mrs. Joyce A. Bishop, 54, wife of Ronald L. Bishop died Friday, Aug.

10, 1990, in the Fanny Allen Hospital in Colchester after a lengthy illness. She was born in Sheldon, Jan. 4, 1936, the daughter of the late Ambrose and Florence (Gilbert) Paquin. Joyce was a communicant of St. Mary Church in Franklin, was chairperson of the Franklin Committee for the Vermont Heart Association, and an active participant in the Bishop's Fund Drive and the Vermont Cancer Society.

Besides her husband, Ronald, she is survived by four sons and three daughters-in-law, Ronald L. Jr. and Candace Bishop of Franklin, Raymond Bishop of Burlington, David and Janet Bishop of Franklin, and Brian and Deborah Bishop of Berkshire; four brothers, Burton A. Paquin of Swanton, Ambrose G. Paquin and Clinton E.

Paquin, both of St. Albans, and Clifford C. Paquin of Brandon; two sisters, Mrs. Hilda LaBombard of Isle La Motto and Mrs. Teresa Gearty of Walpole, six grandchildren, Shawn, Beth, Shannon, Laura, Danielle, and Heather; and several nieces and nephews.
