The ballot item for Gilbrook Reservoir will allow Winooski to develop a 19-acre city-owned parcel by selling or leasing. The Winooski Community Development Corp. is authorized to develop the land for industrial purposes, but the charter change would expand the development opportunities to qualified developers and increase the use to commercial andor residential purposes. The bus bond, to be combined with $1.5 million in federal funds, is intended to allow the CCTA to replace some of its older buses some that are 13 years old with more than 450,000 miles. The new diesel buses would have handicapped access.

Burlington, South Burlington, Essex and Shelburne will vote on the bond issue. that it says meets the minimum needs of the district. "We think it's pretty much a bare-bones budget," school director Normand J. Shaw said. The increase is 7 percent from last year.

Winooski voters will be asked whether the school board may apply for and accept additional funds from sources, such as the state, without needing to go back to the voters for permission to use the money. The city's $3.5 million general budget does not go before voters because of the structure of the city charter. City Manager Michael Letcher said he is meeting with department heads to develop a budget that will meet the needs of all segments of city government. The full budget will go to the City Council in April, he said. Efforts are being made to limit the budget increase to 7 percent.

McAviney, 63, died Feb. 27, 1991. He was born in New Haven, and had been a resident of Tequesta since 1981, coming from Burlington, Vt. Prior to retirement, he was an agent for Nationwide Insurance for 30 years in New Haven, and Burlington. He was a member of St.

Paul of the Cross, North Palm Beach. Survivors include one daughter, Nancy L. Gray of Milton, one son, Brian McAviney of Willis-ton, one sister, Caroline Jones of Ansonia, and five grandchildren. A funeral Mass will be celebrated today at 10 a.m. in St.

He was born Sept. 22, 1948, the son of Herbert and Doris Ravlin, and graduated from Burlington High School in 1966. Steve will be remembered for his kindness, his compassion, and for his genuine caring about others. Steve is survived by his parents, Herbert and Doris Ravlin of Marion Oaks, his brothers and sisters-in-law, Barry and Beverly Ravlin of Bristol, and Terry and Natalie Ravlin of Corval-lis, his sister and brother-in-law, Linda and Richard Porter of Jericho, his grandmother, Louise Ravlin of Burlington, and his special friend and companion, Shari Halloway, and her children. A memorial service will be held in Florida in April.

Residents will be asked along with voters in four other communities to approve a bond for up to $620,000 as the local share of a $2.1 million project to buy 10 new buses for the Chittenden County Transportation Authority. The average annual cost for Winooski will be about $6,818, the CCTA said. Voting on ballot items and most city positions will be from 7 a.m.

She was born Sept. 23, 1897, in Boston, the daughter of George Leon and Mable Patten Smith. In 1921, she married Elton Ray Beal, who predeceased her. Mrs. Beal attended East Boston, schools and served in World War I as a yeoman (FC USNRF) at the Boston Naval Yard.

She was a librarian at Fletcher Free Library from 1939 until her retirement in 1967. She then did volunteer work with RSVP at the Medical Center Hospital of Ver-! mont for 10 years. She was treasurer of the Chittenden County Historical Society for many years and was a member of the Vermont Historical Society and the Athena Club. Mrs. Beal was a member of the First Unitarian Universalist Society of Burlington and a longtime ber of the Green Mountain Club.

She is survived by two daugh-' ters, Natalie Beal of East Montpelier and Barbara (Beal) Green of Longmont, two grandchildren; and her brother. Memorial services will be held at a date and time to be announced. JAMES J. CRONK James J. Cronk, 39, of Burlington, died in the Medical Center Hospital of Vermont on Thursday, Feb. 28, 1991. He was born in Burlington, Dec.

19, 1951, the son of George and Elizabeth (Bentz) Cronk. His passing leaves a void in the hearts of all who loved him. For the past six years Jim made his home with the Ridolfo family, Chris, Dawn, Joshua, Josid, Jessie, and Betty. Jim was a member of the North Avenue Alliance Church. He was a dedicated Red Cross volunteer.

He was a tranquil and gentle man. He ie survived by his father, George Cronk Sr. of Burlington; a brother, George Jr. of West Sand Lake, N.Y.; two sisters, Kathleen Cronk of Framingham, and Betsy Bennet of Oswego, and many friends among the clients and staff of Howard Community Services. He was predeceased by his mother, Elizabeth, in 1987.

JAMES SHELDON McSWEENEY James Sheldon McSweeney, 74, of 101 College St. died Friday, March 1, 1991, in the Medical Center Hospital of Vermont. He was born May 12, 1916, in Fairfax, the son of Perley and Louise (Delage) McSweeney.

Jan. 10, 1946, he married his beloved wife, the former Dorothy Mae Barnes. She predeceased him Dec. 25, 1979. James worked as a self-employed mason throughout Vermont for many years and in his spare time he enjoyed hunting, fishing, and his family.

During World War 11, he served in the U.S. Army with the 248th General Hospital Detachment in Japan and the Philippines. He received the Purple Heart, the Victory Medal, and the Asiatic-Pacific Theater Ribbon. He is survived by his daughter, Sandra McSweeney-Sweet of Burlington; four sons and their wives, James and Peggy McSweeney of Milton, and Michael and Sharon McSweeney, Charles and Robin McSweeney, and David McSweeney, all of Burlington; many grandchildren and great-grandchildren; and several nieces, nephews and cousins. A Mass of Christian Burial will be celebrated Monday at 9:30 a.m.

LINDA LUCILLE GORSUCH HINESBURG Linda Lucille Gorsuch, 32, of Hinesburg, died at her home Wednesday evening. She was born in Tampa, on July 22, 1958, the daughter of Charles and Helen (Ward) Gorsuch. in Heald Funeral Home, 87 S. Main St. Albans. SHAWNA MARIE GREENE WAITSFIELD Shawna Marie Greene, 31, passed away unexpectedly in Central Vermont Hospital in Berlin on Thursday evening, Feb. 28, 1991.

Born in Cheyenne, on July 19, 1959, she was the daughter of Donald and Margene (Miller) Lyon. On April 9, 1985, she married James R. Greene, in Cheyenne. Shawna attended schools in Burns and Cheyenne. She was active in the Girl Scouts.

She worked for the state of Wyoming in the Emerson Cafeteria State Complex as well as the Hathaway State Complex Building Cafeteria, both in Cheyenne. In 1985, she moved to Lake George, N.Y., and in 1986, she came to Vermont where she most recently made her home in Waitsfield. She was assistant manager at the Tulip Tree Craft Shop in Waitsfield. Besides her husband of Waitsfield, she is survived by her parents, and maternal grandmother, Margaret Miller, all of Cheyenne; a sister, Dawn Krotz of Cheyenne; two brothers, W. Scot Lyon and Matthew Lyon, both of Cheyenne; and several nieces and nephews.
