Holf said he has asked Atty.

Gen. James L. Oakes to prepare a draft of a unified statement, and added if it is something liveable and viable, the administration may submit it to the Water Resources Board. He emphasized the Water Resources Board is a quasi-judicial board and made it clear he would not interfere with its hearings in the case or make any recommendations. He called the dealings between the executive office and quasi-judicial boards "an area of sensitivity." Hoff indicated it is possible the administration would come up with a position which would Allow a raise of soma two said.

Cree, president of Vermont Yankee, has assured him the corporation is economically prepared to do whatever is required by the Water Resources Board. "I read this as somewhat of a shift of position by Mr. Cree, himself," said Hoff when he was asked to comment on the power company's change of mind. The company had maintained cooling towers were not necessary and had not included them in the building plans.
